Governance & Editorial Oversight
Impact Health Publishing Group operates under a structured governance framework designed to safeguard editorial independence, uphold research integrity, and ensure consistent publishing standards across all journals. The governance model reflects internationally recognised best practice in scholarly publishing and is aligned with the principles promoted by organisations such as the Committee on Publication Ethics (COPE) and the International Committee of Medical Journal Editors (ICMJE).
The purpose of this framework is to ensure that editorial decisions are made solely on academic merit, methodological soundness, and relevance, without influence from ownership, commercial considerations, or external interests.
Governance framework
The publishing group is overseen by the Publisher Director, who holds responsibility for the overall stewardship of the publishing programme, including policy development, ethical standards, and operational continuity. Governance functions are designed to separate strategic oversight from day-to-day editorial decision-making. In addition to the Publisher Director, the publishing group is supported by an independent editorial advisory function comprising senior academic clinicians and researchers with experience in scholarly publishing. This advisory input provides guidance on editorial standards, ethical matters, and alignment with evolving best practice, while respecting the autonomy of individual journals.
Editorial independence
Editorial independence is a foundational principle of Impact Health Publishing Group. Editors-in-chief of individual journals retain full authority over editorial decisions, including the selection of reviewers, assessment of peer-review reports, and final decisions on acceptance or rejection of submissions.
Neither the Publisher Director nor any member of the publishing operations team participates in or overrides editorial decisions. Editorial judgement is exercised independently and is not influenced by financial considerations, author status, institutional affiliation, or commercial relationships.
This separation is essential to maintaining trust in the scholarly record and reflects established ethical guidance for responsible publishing.
Publisher oversight responsibilities
While editorial decisions rest with journal editors, the publisher retains responsibility for establishing and maintaining baseline standards that apply across all journals. These responsibilities include setting minimum requirements for peer-review integrity, conflict-of-interest disclosure, authorship transparency, and research ethics compliance.
The publisher also ensures that journals operate in accordance with documented policies on ethics, corrections, and complaints, and that these policies are applied consistently and transparently. The publisher does not direct editorial outcomes but may intervene where there is evidence of systemic policy non-compliance, ethical risk, or threats to the integrity of the published record.
Editorial oversight mechanisms
Impact Health Publishing Group maintains oversight mechanisms to support quality assurance across its portfolio. These include periodic review of editorial practices, monitoring of peer-review workflows, and assessment of adherence to publisher policies.
Where concerns arise, such as allegations of misconduct, disputes over authorship, or challenges to editorial process, guidance is provided in line with recognised ethical frameworks. Escalation pathways exist to ensure that complex cases are reviewed independently and proportionately. Oversight mechanisms are intended to support editors, not to constrain academic judgement.
Conflict management and escalation
Potential conflicts of interest at editorial or publisher level are managed through disclosure and recusal processes. Editors and reviewers are required to declare relevant conflicts, and alternative oversight is arranged where necessary to preserve impartiality.
Concerns that cannot be resolved at journal level may be escalated to the publisher for independent review. Where appropriate, external academic advisors may be consulted to ensure fair and informed resolution. All conflict management processes are guided by principles of transparency, proportionality, and respect for due process.
Editorial independence and conflict management
Impact Journals safeguards editorial independence regardless of ownership or publishing arrangements. Editorial decisions are based solely on scholarly merit, relevance, and ethical compliance, and the publisher does not override acceptance or rejection decisions.
Editors do not handle submissions on which they are authors or co-authors, and submissions from editors, editorial board members, or publisher leadership are assigned to an uninvolved editor and reviewed independently. Appeals relating to decisions made by senior editors or publisher leadership are assessed by an alternative editor or escalated to the publisher for independent review. Retractions, expressions of concern, or corrections involving editors or publisher leadership are subject to independent oversight and, where appropriate, external advice.
Review and evolution of governance
The governance framework of Impact Health Publishing Group is reviewed periodically to ensure continued alignment with international standards and evolving expectations in scholarly publishing. Policies and oversight processes may be updated in response to changes in ethical guidance, technological developments, or lessons learned from editorial practice. Any substantive changes are documented and communicated transparently.
